Definition

Under general direction, to be responsible for assisting administrators with the programming and budgeting for, construction supervision of, and the maintenance, operation, and care of the department's properties and facilities; and to do other related work.

Job Characteristics

Positions in this class occur only in those agencies having a large program of construction and maintenance of major buildings. In a department having a large volume of major construction and in addition a major maintenance and operation program, more than one position may be assigned to this class. The work will usually be divided by function with one position assigned to each. In a department with an average volume of work, the position will normally be responsible for both functions.

Typical Tasks

Assists administrators in determining future requirements, and in programming and planning for additional facilities or repairs to existing facilities, confers with administrators to determine specific projects and their scope; established priorities in relation to cost and urgency of project, and correlates the department's program on a statewide basis; presents projects to the Office of State Architect for preliminary estimates; consults with designers, estimators, representatives of the Department of Finance, and the Office of the Auditor General and interprets the department's program; acts as a representative of the department before the Public Works Board and at hearings before legislative committees, the Department of Finance, or with other organizations and State agencies; makes numerous field inspections and prepares reports on construction and maintenance projects; while in the field, makes decisions as to changes required; acts as a representative of the department with the Office of State Architect on final inspections and acceptance of projects; assists in preparation and presentation of capital outlay budget; prepares necessary documents to effect transfer of funds for various work projects and maintains controls to keep costs within budgeted amounts; assists in matters relating to leases, contracts, right-of- way agreements, estimates, etc.; exercises functional supervision over and gives technical advice to the department's maintenance personnel relating to approved operations and maintenance techniques for facilities and grounds; supervises and coordinates activities relating to minor construction programs and prepares required documents to carry out projects; follows various projects through to final approval; prepares technical reports and dictates correspondence.

Minimum Qualifications

Experience: Two years of engineering or architectural experience comparable to the Associate level in the California state service in one or a combination of the following types of work:

 

1. In a departmental staff position in charge of the budgeting, scheduling, and planning for a statewide major building construction program; or

 

2. In a departmental staff position in charge of a statewide major building maintenance and minor construction program; or

 

3. In a responsible position involving supervision of the construction, or the preparation of plans for, major buildings such as schools, hospitals, or public buildings. and Education: Equivalent to graduation from college with major work in engineering or architecture. (Additional responsible experience in engineering or architecture may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Knowledge of: Building construction, building details, and materials; operation, care, and maintenance of large plants and facilities and maintenance costs of buildings and equipment; heating, ventilating, and refrigeration systems; water and sewage treatment plants; engineering mathematics as applied to mechanical and electrical equipment; building construction costs; planning and design relating to buildings and mechanical equipment and presenting departmental programs and preparing preliminary cost estimates for budgetary purposes; work of the various building trades; various building codes and safety orders, and rules and regulations pertaining to buildings and institutions; structural engineering design; principles of effective supervision and laying out work of others, and directing them in their work; department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Present departmental programs and prepare preliminary cost estimates for budgetary purposes; make field inspections of construction and maintenance operations and detect deviations from plans and specifications, lay out work for others, and direct them in their work; analyze maintenance and construction problems including cost and budgetary estimates; establish and maintain cooperative relations with those contacted in the work; dictate correspondence and prepare technical reports; effectively contribute to the department's affirmative action objectives.
