Scope

This series specification describes four classifications in the Department of Corrections and the Department of Youth Authority to supervise and coordinate the inmate/ward day labor construction programs involving construction, alteration or large scale repair of buildings and structures, and to provide technical assistance to professional architectural and engineering staff. All classifications in this series are responsible to maintain order and supervise the conduct of inmates, wards, residents or patients and maintain the safety of persons and property; to prevent escapes of and injury by persons committed to the Departments of Corrections and the Youth Authority to themselves or others or to property; to maintain security of working areas and work materials; to inspect premises and search inmates, wards, residents or patients for contraband, such as weapons or illegal drugs.

Definition of Series

The Construction Supervisor [Correctional Facility (CF)] and Chief, Day Labor Program (CF), series describes work to be performed in providing training, supervision, coordination and inspection of work in progress. Incumbents in these classes function as supervisors over large scale construction, alteration or repair of structures in various correctional facilities; supervise inmates or wards, casual trades persons and other staff; prepare budget estimates and allocate project funding; inspect work in progress for compliance with plans, codes and standards and for compliance with schedules and deadlines.

Entry Level

Entry into this series is typically at the Construction Supervisor I (CF) level. Provision is made for upward mobility through promotion from Utility Shops Supervisor or related class.

Factors Affecting Position Allocation

Construction Supervisor (CF) and Chief, Day Labor Program (CF), levels are differentiated by the following factors: scope and complexity of a project; degree of supervision received; extent of project or program scope responsibility; extent of budgetary and policy responsibility.

Definition of Levels

Construction Supervisor I (Correctional Facility)

This is the first line supervisory level for the series. Under supervision, incumbents are responsible for direct supervision of a wide variety of day labor/inmate or ward labor construction projects at assigned State correctional facilities; to instruct, lead or supervise inmates or wards and casual�trades employees and to do other related work. Typical tasks include�selection and direct supervision of inmates or wards and casual trades�employees; preparation of budget estimate for assigned project; determination and arrangement for purchase of required materials, tools and�equipment; delegation of project work activity; inspection of work in�progress.

Construction Supervisor II (Correctional Facility)

This is the second line supervisory level for the series. Under general supervision incumbents are responsible for administrative project supervision in a geographical area of multiple facilities. Typical tasks include administrative supervision of construction projects in a geographical area; review of estimates for geographical area; inspection of work in progress for adherence to standards, codes and time schedules; participation in the recruitment, hiring, training and supervision of staff, including inmates or wards and casual trades persons; coordination with union labor representatives and with facility vocational education.

Construction Supervisor III (Correctional Facility)

This is the regional supervisory level in the series in a large Day Labor Program, or the Program Manager in a smaller Day Labor Program. Under general direction, incumbents are responsible for program supervision of construction projects in either (1) an extensive geographical region in a large construction program, or (2) statewide in a smaller construction program. Typical tasks include allocation, scheduling, coordination and supervision of construction projects; establishment and implementation of project urgency and cost priorities; allocation of project funds, materials, equipment and staff; oversight of project expenditures and budget; review of project plans and specifications; performance of final inspection and acceptance of projects; implementation of program procedures; preparation of correspondence and reports; in a smaller construction program, may direct and manage the Day Labor Program, develop and implement program policy and coordinate with other management, union representatives and private firms.

Chief, Day Labor Program (Correctional Facility)

This is the program administration level in the series. Incumbents are responsible for a large statewide construction program, including overall construction management, program planning, formulation of policy and procedures and establishment of goals and priorities. Typical tasks include planning, organizing, directing and managing the Inmate/Ward Day Labor Program; review of planning guides for scope and cost of projects; development�and implementation of program policy; oversight of compliance with institutional safety programs; participation in the inmate/ward apprenticeship placement program; coordination with departmental and institution management, union representatives, architectural/engineering firms, various State control agencies and the Prison Industry Board; preparation of correspondence and reports.

Minimum Qualifications

Construction Supervisor I (Correctional Facility)

Either I

 

Three years of experience performing the duties of a�Carpenter Supervisor, Carpenter Supervisor (CF), Electrician Supervisor, Electrician Supervisor (CF), Painter Supervisor, Painter Supervisor (CF), Plumber Supervisor, or Plumber Supervisor (CF).

Or II

 

Two years' experience supervising journey level tradespersons in the construction, alteration, and repair work of buildings, or related mechanical equipment facilities [experience in California state service applied toward this requirement must be at a level of responsibility equivalent to the class of Utility Shops Supervisor (CF) or Utility Shops Specialist (CF)].

Construction Supervisor II (Correctional Facility)

Either I

 

One year of experience in the California state service performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor I (CF).

Or II

 

Experience: Broad and extensive (more than five years) experience as a general contractor or superintendent in full-time direction of Trade Craft Supervisors involved in construction, renovation, or large scale repair of major buildings such as schools or hospitals. [Experience in California state�service applied toward this requirement must include at least one year performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor I (CF).] and

 

Education: Completion of the equivalent of 60 semester units of college courses with major work in architecture, engineering, or a related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Construction Supervisor III (Correctional Facility)

Either I

 

One year of experience in the California state service performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor II (CF).

Or II

 

Two years of experience in the California state service performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor I (CF).

Or III

 

Experience: Broad and extensive (more than five years) experience as a general contractor or superintendent in full-time direction of Trade Craft Supervisors involved in construction, renovation, or large scale repair of major buildings such as schools or hospitals, two years of which shall have included responsibility for coordination of the work of various contractors. [Experience in California state service applied toward this requirement must include at least one year performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor II (CF) or�two years performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor I (CF).] and

 

Education: Equivalent to graduation from college with major work in architecture or engineering. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Chief, Day Labor Program (Correctional Facility)

Either I

 

One year of experience in the California state service performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor III (CF).

Or II

 

Two years of experience in the California state service performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor II (CF).

Or III

 

Experience: Broad and extensive (more than five years) experience in charge of constructing major buildings such as schools, hospitals, or other large facilities, at least two years of which shall have been in an administrative capacity in charge of large projects with multiple facets located at separate locations. [Experience in California state service applied toward this requirement must include at least one year performing construction duties at�a�level of responsibility equivalent to the class of Construction Supervisor III�(CF) or two years performing construction duties at a level of responsibility equivalent to the class of Construction Supervisor II (CF).] and

 

Education: Equivalent to graduation from college with major work in Architecture or Engineering. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

All Levels:

Knowledge of: Materials, methods and processes used in the construction of wood, steel frame, masonry and concrete buildings; work of the various building and mechanical trades; various codes and safety orders applicable to�building construction; defects of and grading rules for lumber; methods of proportioning concrete aggregates, designing concrete mixes and proper methods of mixing, placing and curing plain and reinforced concrete; mortar and grout mixes; methods of steel frame erection, reinforced concrete construction, forms and shoring; soils, soil compacting; structural engineering designs; mechanical systems and equipment including steam boilers, air conditioning systems and the installation of gas and steam lines; painting, plumbing, heating, ventilating and electrical work; State rules and regulations governing the purchase of construction materials; contract bidding; principles of effective supervision; principles and practices of administration, organization, budget and personnel management; the Department's Affirmative Action Program objectives; and the supervisor's role in the Affirmative Action Program and the process available to meet affirmative action objectives.

 

Ability to: Read and interpret architectural plans and drawings; calculate material quantities; detect deviations from plans and specifications by inspection; operate a motor vehicle; supervise, plan, organize, direct and evaluate the work of others; prepare correspondence and write clear and comprehensive reports; establish and maintain cooperative relations with facility staff; relate to youthful or adult offenders; effectively contribute to the Department's affirmative action objectives.

Special Personal Characteristics

All Levels:

Willingness to travel; leadership; tact; patience; understanding of the problems of adult or youthful offenders in custody; and demonstrated interest in training programs for adult or youthful offenders.

Chief, Day Labor Program (Correctional Facility)

All of the above and demonstrated managerial and administrative ability.
