This series specification describes four Milk and Dairy Foods Inspection classes used in the California Department of Food and Agriculture.
The Milk and Dairy Foods Inspection series describes field work relating to enforcement of State laws and regulations concerning the quality and safety of milk products, and products resembling milk products. Incumbents in this series are progressively more responsible for administration of dairy laws; application of regulations and directives of the Food and Agriculture Code; planning, organizing and directing activities in coordination with the work of the Milk and Dairy Foods Control Branch; conducting and presiding at hearings for license revocation and promulgation or regulations.

This is the entry, training, and first working level. Dairy Foods Specialists enforce the provisions of the Food and Agriculture Code in a geographically assigned area; grade the quality of milk; visit and inspect dairies, milk plants, factories, restaurants, and other places of business where provisions of the Food and Agriculture Code relating to milk, milk products, and products resembling milk products are applicable; inspect and evaluate the activities of approved city and county milk inspection services; advise on equipment and techniques of laboratories engaged in official testing or in control of the manufacturer of milk products; gather, prepare and present evidence in the prosecution of dairy law violations; perform speciality dairy product inspections, milk product ratings, or milk laboratory surveys for the U.S. Food and Drug Administration or U.S. Department of Agriculture; cooperate with and assist other agencies on problems relating to quality and safety products; functionally supervise Approved Milk Inspection Service (AMIS) programs including training, assisting, advising and evaluating local inspection personnel; act as lead person for less experienced Dairy Foods Specialists.
Acts as coordinator of California's Fluid Milk Testing Program to ensure that all milk laboratories in the State are testing for milk components on a fair, consistent, and accurate basis; coordinates with dairy chemistry laboratory inspection personnel and private laboratories throughout the State; takes required independent action to determine and correct the cause of inaccurate tests; administers, interprets, and applies dairy laws, regulations, and directives; organizes and directs activities in coordination with the work of the Milk and Dairy Foods Control Branch; conducts and presides at hearings for license revocation and promulgation of regulations.
Plans, organizes, and directs the work of the Branch in the administration and enforcement of laws and regulations relating to the dairy industry in a major geographic region; coordinates the work with local State and Federal agencies, and neighboring regions; conducts and presides at hearings for license revocation and promulgation of regulations; represents the Bureau in contacts with city and county health department milk inspection services, the Armed Forces, and the U.S. Public Health Service and other agencies.
Directly supervises the Dairy Microbiology Laboratory and the Fluid Milk Testing, investigation, and auditing programs; establishes statewide inspections uniformity by developing new and revised systems and procedures; reviews, analyzes, and evaluates complex milk processing and pasteurizing equipment; develops procedures for new types of inspections; provides technical direction to the Regional Administrators; proposes changes to, and the need for, legislation, rules, and regulations; coordinates work with staff of Federal, State and local agencies; acts as Branch Chief in his/her absence.
Possession of a valid certificate of registration as a Dairy Inspector issued by the California Department of Food and Agriculture.
Three years of experience in a public agency in inspection or enforcement work pertaining to dairy farms or milk and milk products that includes experiences in California's component testing program for fluid milk.
Two years of experience in the California state service performing the duties of a Dairy Foods Specialist, Range B.
Five years of responsible experience in the enforcement of Federal, State, county, or city laws relating to dairies or dairy products, with at least one year performing responsible supervisory and administrative duties. (Experience in California state service must include two years in classification with a level of responsibility equivalent to Dairy Foods Specialist, Range B.)
One year of experience in the California Department of Food and Agriculture performing the duties of a class equivalent in level and responsibility to that of Regional Administrator, Milk and Dairy Foods and Control Branch. or
Two years in the California Department of Food and Agriculture performing the duties of a class equivalent in level and responsibility to that of Dairy Foods Specialist, Range C.
Experience: Five years of increasingly responsible experience in the enforcement of of Federal, State, county or city laws relating to dairies or dairy products, at least one year of which shall have been in a supervisory capacity. (Experience in California state service applied toward the supervisory requirement must have been in a class comparable in level and responsibility to that of Regional Administrator, Milk and Dairy Foods Control Branch.)
Knowledge of: Dairy production, dairy products, manufacturing methods, and milk equipment and materials; the provisions of the Food and Agriculture Code and the regulations relating to milk production and manufacture of dairy products and products resembling dairy products; methods to testing and grading dairy products including tests of alteration and contamination; operations of approved milk inspection services; chemical and bacteriological laboratory techniques relating to dairy products; principles of environmental sanitation.
Ability to: Interpret and apply the provisions of the Food and Agriculture Code and the regulations relating to milk production and manufacture of dairy products and products resembling dairy products; detect violations of laws and regulations relating to dairy containers, cabinets, sanitation, and the use of registered equipment; assist producers and manufacturers of dairy foods in developing improved production methods; establish and maintain cooperative relations with those contacted in the work; communicate effectively; analyze situations and take effective action.
Knowledge of: All of the above, and California's Fluid Milk Testing Program, electronic testing equipment and methods of determining financial adjustments related to fluid milk testing.
Ability to: All of the above, and review research literature; perform collaborative studies with the Department, universities and the dairy industry; analyze statistics, maintain detailed records; prepare formal reports; evaluate the results of electronic and chemical fluid milk testing equipment; exercise independent judgement; work in stressful circumstances as a neutral third party between milk producers and processors when making financial adjustments related to fluid milk payments.
Knowledge of: All of the above, in practice and application; administration and coordination of laws, rules, regulations, and activities of Federal, State, and local agencies relating to animal health, dairies, dairy products, and products resembling milk products; procedures of administrative hearings, investigation techniques; rules of evidence and court procedures; principles of effective supervision and management; the Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: All of the above, and plan and supervise studies in dairy manufacturing processes; direct and coordinate the activities of bureau personnel; conduct hearings and analyze and evaluate facts concerning controversial matters; establish and maintain cooperative relations with other government agencies and dairy industries and the public; effectively contribute to the Department's affirmative action objectives.
