Scope

This series describes classes which perform a variety of tasks related to investigating and resolving employment, housing, and public access discrimination complaints under the Fair Employment and Housing Act and other civil rights statues enforced by the Department of Fair Employment and Housing, eliminating discrimination through specialized programs to eradicate discriminatory practices and provide assistance to employers and the public in understanding and applying the principles and practices of equal employment, affirmative action, and fair housing and achieving improved intergroup relationships in California.

Factors Affecting Position Allocation

Level and variety of work, closeness of supervision, involvement in community outreach and technical assistance to employers, degree of supervisory responsibility, size of staff, geographic area served, and sensitivity of program responsibility are differentiating factors between individual classes.

Definition of Levels

Fair Employment and Housing Consultant I

This is the entry and first journey level class. Incumbents, under close supervision, typically receive formal instruction and on-the-job training assignments which involve the less complex or more routine phases of the discrimination complaint process as incumbents become more experienced and skillful, they receive more responsible assignments and/or increased independence.

Fair Employment and Housing Consultant II

This is the full journey level. Incumbents are responsible for the complete investigation and settlement of discrimination complaints, exercising independent judgment in the analysis of data, including employment selection devises and procedures, contract compliance reviews, and may participate in community relations activities.

Fair Employment and Housing Consultant III (Specialist)

This is the nonsupervisory, technical specialist level. Incumbents, under general direction, have responsibility for the development or maintenance of a separate, identifiable regional or statewide program requiring recognized and demonstrated expertise not appropriate to the Fair Employment and Housing Consultant II level; may be assigned a specialized caseload of highly complex cases which must be completed with considerable independence, minimal review, and substantial authority.

Fair Employment and Housing Consultant III (Supervisor)

This is the full supervisory level. Under general direction, incumbents direct a group of lower level Consultants; review and evaluate completed casework for accuracy and conformance to Department policy and procedures; closely supervise new Consultants I; advise and assist Consultants with unique or complex investigations; may conduct conciliation conferences; participate in the selection of staff; evaluate performance and recommend appropriate action; may serve as lead consultant in a suboffice reporting to a district office; may assist an Administrator I, Fair Employment and Housing, with community relations or technical assistance activities at the district level.

Administrator I, Fair Employment and Housing

This is the first managerial level. As District Administrators, incumbents plan, organize, and direct the total operation of a district within a large or populous area; may administer a special statewide program of the Department, and as a highly technical subject-matter expert may be assigned responsibility for program development and policy and procedure formulation.

Administrator II, Fair Employment and Housing

This is the second managerial level. Incumbents administer a regional program with responsibility for designing and coordinating programs to achieve compliance with Fair Employment and Housing laws through planning, organizing and directing the work of a group of district offices; represent the Department as California's Civil Rights Agency to complainant and respondent groups.

Minimum Qualifications

All Levels:

General experience used to qualify for any of the classes in this series:

 

Experience: Must have been in responsible capacities involving the development, implementation or practice of equal employment and/or fair housing in one or a combination of the following:

 

1. As a representative of an organization engaged in promoting equal opportunity for protected groups, such as ethnic minorities, women, the physically handicapped, senior citizens, etc. or

 

2. In community organization work, social group work, or other comparable experience in the human relations, industrial relations, or housing industry fields. or

 

3. As a labor or management representative with substantial responsibility for the promotion and implementation of fair employment and/or fair housing practices within a trade, industry or organization.

Fair Employment and Housing Consultant I

Either I

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) (Registration as a senior in a recognized institution will admit applicants who have applicable experience to the examination, but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment.) and

 

Six months of the above-described experience.

Or II

 

Six months of experience performing the duties of a Management Services Technician, Range B, in the Department of Fair Employment and Housing.

Or III

 

Experience: One year of experience in the Department of Fair Employment and Housing performing duties at a level of responsibility at least comparable to those of an Office Services Supervisor I or an Office Technician. and

 

Education: Completion of 12 semester units or 18 quarter units of college level course work in economics, labor law, urban sociology, or related fields. (Applicants who have completed at least six semester units will be admitted to the examination, but they must produce evidence of completion of the full requirement before they can be considered eligible for appointment.)

Fair Employment Housing Consultant II

Either I

 

One year of experience in the California state service performing the duties of a Fair Employment and Housing Consultant I, Range C.

Or II

 

Experience: Three years of the above-described experience. (Experience in the California state service applied to this requirement must include at least one year in a class with a level of responsibility equal to a Fair Employment and Housing Consultant I, Range C.) and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Fair Employment and Housing Consultant III (Specialist)

Either I

 

One year of experience in the California state service performing the duties of a Fair Employment and Housing Consultant II.

Or II

 

Experience: Four years of the above-described experience. (Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility equal to a Fair Employment and Housing Consultant II.) and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Fair Employment and Housing Consultant III (Supervisor)

Either I

 

One year of experience in the California state service performing the duties of a Fair Employment and Housing Consultant II.

Or II

 

Experience: Four years of the above-described experience. (Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility equal to a Fair Employment and Housing Consultant II.) and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Administrator I, Fair Employment and Housing

Either I

 

One year of experience in the California state service performing the duties of a Fair Employment and Housing Consultant III (Supervisor) or a Fair Employment and Housing Consultant III (Specialist); or two years of experience in the California state service performing the duties of a Fair Employment and Housing Consultant II.

Or II

 

Experience: Five years of the above-described experience. [Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility equal to a Fair Employment and Housing Consultant III (Specialist).] and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Administrator II, Fair Employment and Housing

Either I

 

One year of experience in the California state service performing the duties of an Administrator I, Fair Employment and Housing; or two years of experience in the California state service performing the duties of a Fair Employment and Housing Consultant III (Supervisor) or Fair Employment and Housing Consultant III (Specialist); or three years of experience in the California state service performing the duties of a Fair Employment and Housing Consultant II.

Or II

 

Experience: Five years of the above-described experience. (Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility equal to an Administrator I, Fair Employment and Housing.) and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Fair Employment and Housing Consultant I

Knowledge of: Intergroup relations and problems of protected groups such as ethnic minorities, women, physically handicapped, senior citizens, etc.; methods and techniques of promoting equal opportunity; investigation and interviewing techniques; current labor, employment and housing conditions and trends; methods of compiling and presenting data in studies related to the Department of Fair Employment and Housing's jurisdiction.

 

Ability to: Interpret and apply California's Fair Employment and Housing laws and rules and regulations of the Fair Employment and Housing Commission; analyze data; communicate effectively; deal creatively, tactfully, and effectively with sensitive problems of civil rights law enforcement; analyze situations accurately and take effective action; establish and maintain cooperative relationships with those contacted in the work.

Fair Employment and Housing Consultant II

Knowledge of: All of the above, and comparable Federal statues; California Fair Employment and Housing laws and Department policies and procedures; and rules of evidence.

 

Ability to: All of the above, and conduct difficult and involved investigations of alleged violations of Fair Employment and Housing laws; speak before groups in an effective and convincing manner.

Fair Employment and Housing Consultant III (Specialist)

Knowledge of: All of the above, and specialized areas of equal employment and/or fair housing principles and practices or other areas of concern to the Department's programs.

 

Ability to: All of the above, and to apply research and development and program management techniques and methodologies.

Fair Employment and Housing Consultant III (Supervisor)

Knowledge of: All of the above, and principles of personnel management, training and effective supervision, the Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: All of the above, and plan, organize and direct the work of and train others; conduct informal conferences; speak effectively before groups; effectively contribute to the Department's affirmative action objectives.

Administrator I, Fair Employment and Housing

Knowledge of: All of the above, and California's Fair Employment and Housing laws and comparable Federal statutes; the policies of the Department of Fair Employment and Housing and the Fair Employment and Housing Commission; and principles of community organization.

 

Ability to: All of the above, and plan and administer a district-wide program; and interface effectively with community groups to educate and promote their support and practice of fair employment and fair housing principles.

Administrator II, Fair Employment and Housing

Knowledge of: All of the above, and principles of long-range planning.

 

Ability to: All of the above, and plan and administer a regional or statewide program.

Special Personal Characteristics

All Levels:

Ability to function in sensitive areas in a tactful and judicious manner; willingness to work irregular hours and to travel widely within an assigned area; demonstrated objectivity and emotional stability.

Alternate Range Criteria 113

Fair Employment and Housing Consultant I

Range A. This range shall apply to (1) incumbents who have six months of experience as an Management Services Technician, Range B, and 12 semester or 18 quarter units of college courses in industrial/labor relations, economics, labor law, urban sociology or a subject closely related to the work of a Management Services Technician; or (2) other incumbents who meet the "Minimum Qualifications" for Fair Employment and Housing Consultant I, but who do not meet the criteria for payment in Range B or Range C.

 

Range B. This range shall apply to persons who have satisfactorily completed the equivalent of six months of Fair Employment and Housing Consultant I experience, and may apply to persons who have the equivalent of six months of satisfactory experience outside State service performing duties related to employment or housing discrimination compliance, intergroup relations in employment or housing; or affirmative action for equal employment or equal housing opportunity at a level equivalent to Fair Employment Housing Consultant

I.

Range C. This range shall apply to persons who have satisfactorily completed the equivalent to 12 months of Fair Employment and Housing Consultant I, Range B, experience or 18 months of Fair Employment and Housing Consultant I experience and may apply to persons who have the equivalent of 18 months of satisfactory experience outside of State service performing the duties related to employment or housing discrimination compliance or intergroup relations in employment or equal employment or equal housing opportunity at a level equivalent to Fair Employment and Housing Consultant I.
