Definition of Series

This series specification describes two classes used by the California Department of Aging to perform a wide variety of administrative activities relating to programs for the elderly, including consultative services, program planning, development, analysis and evaluation. Incumbents in this series evaluate existing programs and proposals for funding, including organization, personnel, fiscal and program issues, by conducting office and/or field analysis, compliance review negotiation of contract agreements, and preparation of issue analysis and recommendations; provide ongoing technical assistance to local aging programs; develop policy, rules and regulations regarding programs for the elderly; lead or participate in workshops or meetings dealing with issues affecting aging programs, and provide information to other governmental agencies and the public.

Definition of Levels

Aging Programs Analyst I

This is a recruiting, training and first working level in the series. Under supervision, incumbents learn the administrative and analytical skills necessary to review aging programs, and apply these skills in progressively more responsible assignments. positions are permanently allocated to this class when the major portion of tasks performed do not include the more responsible, varied, and difficult assignments found at the associate level.

Aging Programs Analyst II

This is the fully qualified journey leadperson level in the series. Under general direction, independently or as a team leader, incumbents have responsibility for program planning, development, and implementation; and/or program review and evaluation, in an assigned geographic area; or have responsibility for policy and regulation development in an assigned program area.

Minimum Qualifications

Aging Programs Analyst I

Either I

 

Education: Equivalent to graduation from college with any major, but prefer- ably with specialization in public or business administration, accounting, economics, political or social science, or law. (Registration as a senior in a recognized institution will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment.) (Professional administrative expe-rience in the field of aging programs may be substituted for the required education on a year-for-year basis.)

Or II

 

Six months of experience in the California state service performing the duties of a Management Services Technician, Range B, in the California Department of Aging.

Aging Programs Analyst II

Either I

 

One year of experience in the California state service performing the duties of the class of Aging Programs Analyst I, Range C. (Applicants who have completed six months of service performing the duties of an Aging Programs Analyst I, Range C, will be admitted to the examination but they must satis-factorily complete 12 months of experience performing the duties of an Aging Programs Analyst I, Range C, before they can be considered for appointment.)

Or II

 

Experience: 30 months of experience in performing analytical staff work in programs for the elderly. This experience must have included responsibility for defining problems, analyzing facts, and preparing recommendations for action with supporting material. and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Aging Programs Analyst I

Knowledge of: Current social, political, and economic developments and trends; methods and problems of organization, administration, and management; research techniques.

 

Ability to: Gather and analyze data; reason logically, draw valid conclusions and make appropriate recommendations; read comprehensively; speak and write effectively; follow oral and written instructions; develop cooperative and harmonious relationships with local administrators and others contacted during the course of the work.

Aging Programs Analyst II

Knowledge of: All of the above, and the principles and practices of public administration, budgetary preparation and control; principles, practice, policies, and trends of gerontological programs; objectives and methods of community organization and advisory committee work; programs and facilities of State and local groups concerned with aging persons; program objectives and legal requirements of the Older Americans Act of 1965; grant program admin- istration; effective public relations; Federal and State laws relating to programs for aged persons; administrative organization of State and local government.

 

Ability to: Plan, organize, direct, and coordinate the work of others; effectively train subordinate staff.

Aging Programs Analyst I

Willingness, as a learner, to do routine or detailed work in order to learn the practical application of administrative principles; demonstrated capacity for development as evidenced by work history, academic attainment, participation in school or other activities, or by well-defined occupational or avocational interests; willingness and ability to accept increasing responsibility; willingness to travel throughout the State.
