Scope

The Hospital Administrative Resident series is used to recruit and develop management personnel in the Hospital Administration field. Incumbents have planned rotational assignments in activities such as fiscal management, organ ization, procedural and personnel management, Developmental Center or State Hospital business services, plant operation and maintenance, service and supply operations, patient trust administration, food service management, program review, and coordination of Developmental Center or State Hospital services with community developmental disability or mental health services. Incumbents are also given comprehensive exposure to Developmental Center or State Hospital treatment, training and research programs and managing ancil lary services through a variety of training devices.

Definition of Levels

Hospital Administrative Resident I

Under supervision, incumbents perform complex and varied staff analysis duties, review and make recommenda tions on administrative management issues involving the nonclinical operation of a Develop mental Center or State Hospital. Assignments include supervising nonclinical support activi ties such�as fiscal, organizational, procedural or personnel management, Develop mental Center or State Hospital business services, plant maintenance and operation, service and supply, patient trust administration, food service management and program review.

Hospital Administrative Resident II

Assignments include assisting the Developmental Center or State Hospital Medical Direc tor or Clinical Administrator in planning, coordinating, and directing manage ment support activities of the hospital. Assignments include supervision of several nonclinical support activities as well as involvement in major Developmental Center or State Hospital administrative improvement projects.

Minimum Qualifications

Hospital Administrative Resident I

Either I

 

One year of experience in the California state service either:

 

1. Performing analytical staff work at a level of responsibility comparable to a Staff Services Analyst, Range C. or

 

2. Performing supervisory duties in an administrative, business services or�health care activity at a level of responsibility comparable to a Hospital General Services Administrator I.

Or II

 

Three years of experience in the field of business, health care, hospital or public administration preforming one of the following nonclinical activities: fiscal, organization, procedure and personnel management, hospital business services, plant operation and maintenance, service and supply operations, patient trust administration, food service management or program review.

 

(One year of graduate work in business, health care, hospital or public administration, or a related field may be substituted for six months of the required experience.)

Hospital Administrative Resident II

Either I

 

One year of experience in the California state service performing the duties of a Hospital Administrative Resident I.

Or II

 

One year of experience in the California state service either:

 

1. Performing analytical staff work at a level of responsibility comparable to an Associate Governmental Program Analyst. or

 

2. Performing supervisory duties in an administrative, business services or health care activity at a level of responsibility comparable to a Hospi tal General Services Administrator II.

Or III

 

Four years of experience in the field of business, health care, hospital or public administration performing one or more of the following nonclinical activities: fiscal, organization, procedure and personnel management, hospi tal business services, plant operation and maintenance, service and supply operations, patient trust administration, food service management or program review.

 

(One year of graduate work in business, health care, hospital or public administration, or a related field may be substituted for six months of the required experience.)

Knowledge and Abilities

Both Levels:

Knowledge of: The principles, practices, and trends in hospital, health care, business, or public administration; administrative and support services found in a large hospital or health care facility; the department's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Pro gram and the processes available to meet affirmative action objectives.

 

Ability to: Learn and apply the principles involved in effective hospital or health care administration; prepare clear and concise reports; analyze data and draw logical conclusions; establish and maintain cooperative working relationships; plan, organize, direct, and evaluate the support and adminis trative services found in a large hospital; effectively contribute to the department's affirmative action objectives.

Desirable Qualifications

Knowledge of the general principles and objectives of data processing and the application of automated management systems.
