Definition

Under direction, in the capacity of a principal assistant, to have charge of major phases of the activities of the Materials and Research Department of the Division of Highways both in the laboratory and field; or to serve as a staff specialist or consultant on a specialized and complex engineering or research project; and to do other related work.

Typical Tasks

Acts as a principal assistant to the head of the Materials and Research Department, directs major phases of the work, and assumes responsibility for important decisions; evaluates the performance of personnel and takes or recommends appropriate action; reviews plans, specifications, special provisions, and reports, as submitted by district engineers and headquarters department heads, with special reference to foundation, soil condition, and construction materials, and makes recommendations; directs and makes field studies of foundations of highway bridges, and paving and surfacing work for compliance with specifications or for research purposes; advises on difficult technical problems including foundation, slide, subgrade, and drainage treatment, and reports on the quality of the work; makes geological and geophysical surveys and other special studies and investigations as directed; may be assigned as a staff specialist or consultant in a specialized and complex engineering or research project; directs the checking of designs; directs investigation of the fabrication of construction materials for compliance with specifications at points of manufacture; confers with district engineers and headquarters department heads on materials and research problems; dictates correspondence, prepares reports, and writes technical articles for publications.

Minimum Qualifications

Possession of a valid certificate of registration as a civil or professional engineer issued by the California State Board of Registration for Professional Engineers. and Experience: Five years of engineering experience involving the performance of increasingly complex duties, two years of which shall have been in responsible charge of the testing of construction materials, in a position comparable to that of a Senior Materials and Research Engineer in the California state service. and Education: Equivalent to graduation from college with specialization in engineering. (Additional qualifying experience may be substituted for education on a year-for-year basis.)

Knowledge and Abilities

Knowledge of: Methods, materials, tools, and equipment used in inspecting and testing steel and other metals, timber, soils, asphaltic oils, cement, aggregates, concrete, and other materials used in construction work; fabrication and construction of materials; national progress, trends, and practices in the field of physical testing; techniques of effective supervision; purposes, organization, work, and publications of the national technical societies or associations for physical testing and research and with the requirements of the U.S. Bureau of Public Roads; department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Skill in: Interpretation of plans and specifications.

 

Ability to: Determine whether materials or construction comply with specifications; accurately judge the quality of engineering construction work and test and appraise the quality and suitability of construction materials; initiate and direct research in all lines of highway construction; direct the work of others; analyze situations accurately and adopt an effective course of action; use good English and prepare reports and technical articles for publication; effectively contribute to the department's affirmative action objectives.
