Scope

This series specification describes three classes in the Commission on Correctional Peace Officer Standards and Training (CPOST) that are used to develop training and selection standards for correctional peace officers as defined in Penal Code Section 830.5. Incumbents monitor the training and education of correctional peace officers employed by the State of California and provide consultation to State departments employing correctional peace officers and institutions of higher education on the training and education of correctional peace officers.

Definition of Series

Incumbents in this series develop standards that govern the training of entry, journey level, and supervisory level correctional peace officers employed by the California Department of Corrections, the California Youth Authority, and other State departments employing correctional peace officers; conduct job analyses and training needs assessments to determine training needs; apply the Instructional Systems Design to perform analysis, design, development, implementation, and evaluation of training needs and training standards; prepare standards governing academy, institutional, and educational training for approval by the Commission; conduct research projects to identify improvements in training methodology; develop and recommend entry level selection standards; direct the work of multiagency and multidisciplinary committees in the design and improvement of training programs; monitor the performance of departments in the conduct of training programs and prepare reports evaluating such programs; provide expert consultation on correctional peace officer training and selection standards to State departments, Local Apprenticeship Subcommittees (LAS), community colleges, universities, correctional peace officers, and special interest groups; analyze legislation affecting correctional peace officer training and selection standards; prepare proposed legislation; prepare detailed recommendations for policy or program changes with statewide impact; prepare written reports and carry out liaison with State departments and educational institutions; participate in CPOST education and curriculum subcommittees; and make presentations at Commission meetings and other public bodies and represent the Commission at formal and informal meetings of law enforcement, academic, labor, and other groups.

Description of Levels

Correctional Consultant I, Commission on Correctional Peace Officer Standards And Training

This is the first entry and journeyperson level in the series. Incumbents are usually assigned specific projects in the development or monitoring of training and selection standards, given the less difficult consulting assignments, or work closely with Correctional Consultants II on the more difficult projects or consulting assignments. Incumbents are supervised by a supervisor or manager on the Commission staff but often are assigned to work directly with and receive guidance from Correctional Consultants II.

Correctional Consultant II, Commission on Correctional Peace Officer Standards and Training

This is second entry and higher journey level in the series. Incumbents work throughout the State with very little supervision and with wide latitude in the exercise of judgment. Incumbents receive general direction from a supervisor or manager employed by the Commission. As well as providing the full range of expert consultation on training and selection standards, incumbents at this level work on the more difficult and sensitive legislative and policy issues having major impact.

Senior Correctional Consultant, Commission on Correctional Peace Officer Standards and Training

This is the first supervisory level within the Commission. Under the general direction of the Executive Office of the Commission, incumbents plan, organize, and direct: (1) the development and monitoring of training and selection standards for Correctional Peace Officers; (2) the audit of compliance with standards governing Correctional Peace Officer apprenticeship standards; and (3) other professional activities of the Commission.

Minimum Qualifications

Correctional Consultant I, Commission on Correctional Peace Officer Standards and Training

Either I

Experience: Two years of experience as a correctional peace officer comparable to the class of Correctional Sergeant.

Or II

Experience: Three years of experience as a correctional peace officer at a level comparable to a Correctional Officer, including responsibility in training program development, implementation, or monitoring; correctional peace officer selection; auditing or evaluating apprenticeship programs; or program analysis, development, or research.

and

Education: Equivalent to graduation from an accredited college or university with a bachelor's degree or higher. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Correctional Consultant II, Commission on Correctional Peace Officer Standards and Training

Either I

Experience: One year of experience performing the duties of a Correctional Consultant I, Commission on Correctional Peace Officer Standards and Training, in the California state service.

Or II

Experience: Two years of experience as a correctional peace officer at a level comparable to that of a Correctional Lieutenant.

and

Education: Equivalent to graduation from an accredited college or university with a bachelor's degree or higher. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Senior Correctional Consultant, Commission on Correctional Peace Officer Standards and Training

Either I

Experience: One year of experience performing the duties of a Correctional Consultant II, Commission on Correctional Peace Officer Standards and Training.

Or II

Experience: Two years of responsible administrative, supervisory, or equivalent level staff experience as a correctional peace officer as defined by Penal Code Section 830.5 at the Correctional Lieutenant level which shall have included at least a year of responsibility in training or personnel selection.

Or III

Experience: Two years of responsible professional experience in developing or administering job analysis techniques and methods or developing and administering employee training programs.

and

Education: Equivalent to graduation from an accredited college or university with a bachelor's degree or higher. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

All Levels:

Knowledge of: The provisions of applicable State and Federal laws, rules, and regulations related to correctional peace officer selection and training standards; current issues and problems in correctional administration; contemporary methods of correctional administration; effective training methods and principles as applied to correctional peace officer training; the principles and practices of personnel selection as applied to correctional peace officer selection.

 

Ability to: Communicate effectively with all levels in correctional administration; prepare clear, concise, and effective written reports and standards; analyze broad, complex, and politically sensitive issues accurately and take appropriate action; perform research of complex policy issues within the area of correctional peace officer training and prepare comprehensive, sensitive, and complex documents for statewide use; establish and maintain cooperative relationships with persons involved in correctional administration, training, and education; make effective presentations to correctional administrators, correctional peace officer groups, education institutions, and boards and commissions; evaluate the conduct of correctional peace officer training, apply job analysis principles in such evaluation, and develop standards governing such training.

Senior Correctional Consultant, Commission on Correctional Peace Officer Standards and Training

Knowledge of: In addition to the above, tools and techniques of employee supervision, the employee discipline system, the labor relations system in California State Government, and the principles of equal employment opportunity.

 

Ability to: In addition to the above, plan and direct the work of others.

Additional Desirable Qualifications

All Levels:

Experience in developing and presenting complex correctional peace officer training programs; and formal training in selection and training-related job analysis techniques.
