Definition

Under direction, the Chief of Protective Services, Department of Developmental Services, is located at a developmental center and supervises and directs protective services which includes police services, investigations, and fire protection, and performs complex and sensitive staff functions related to public safety within a developmental center.

Distinguishing Characteristics

Directly supervises facility Fire Chief; Peace Officer II, Developmental Center; Senior Special Investigator, Departments of Mental Health and Developmental Services; and Special Investigator I, Departments of Mental Health and Developmental Services; and develops programs and policies associated with protective services which include providing expert advice and collaborating with developmental center management on issues surrounding protective services.

Typical Tasks

Under the general direction of the Administrative Services Director or the Chief of Security, the Chief of Protective Services, Department of Developmental Services, directs, plans, and organizes the functions of police and fire services and criminal/administrative investigations; works cooperatively with other departments and programs within a developmental center to insure the adequate provision of services; establishes objectives and goals consistent with departmental policies and procedures relative to public safety within a developmental center; performs complex staff assignments related to public safety, i.e., policy, systems analysis, and implementation; determines training needs, methods, and resources; and interprets policies and procedures.

Minimum Qualifications

Either I

 

Education: Graduation from an accredited college or university with a Bachelor's Degree with a major in: Criminal Justice, Law Enforcement or Criminology, Administration of Justice, or Public Administration with an emphasis in Criminal Justice or Fire Science. Possession of a current supervisory-level certification, specialized or regular from the California Commission on Peace Officer Standards and Training (POST). and Experience: Two years of work experience in a position performing duties equivalent to either a Supervising Special Investigator I, Lieutenant, or above in the California state service managing and/or supervising a mid-size unit (defined as 20 to 50 subordinates) of Peace Officers, Investigators, or a multidisciplinary team of Fire Fighters and/or peace officers/investigators.

Or II

 

Education: Graduation from an accredited college or university with a Bachelor's Degree with a major in: Criminal Justice, Law Enforcement or Criminology, Administration of Justice, or Public Administration with an emphasis in Criminal Justice or Fire Science. Possession of a current supervisory-level certification, specialized or regular from POST. and Experience: Four years of experience in the California state service performing duties equivalent to a Senior Special Investigator.

Or III

 

Education: Graduation from an accredited college or university with a Bachelor's Degree with a major in: Criminal Justice, Law Enforcement or Criminology, Administration of Justice, or Public Administration with an emphasis in Criminal Justice or Fire Science. Possession of a current supervisory-level certification, specialized or regular from POST. and Experience: One year of command experience in a city, county, or Federal agency at the level of Captain, Deputy Chief, or Chief, with a specialized or regular management certificate from POST.

Or IV

 

Education: Graduation from an accredited college or university with a Bachelor's Degree in one of the following: Public Administration or Fire Science. and Experience: Two years of command experience in a public fire department at the level of Division Chief, Battalion Chief, Deputy Chief, or Chief, with fire command certification from the California Fire Service Training and Education System.

Or V

 

Education: Graduation from an accredited college or university with a Bachelor's Degree with a major in: Criminal Justice, Administration of Justice, Criminology, Public Administration, or Fire Science. (Possession of a Master's Degree in Public Administration, Criminal Justice, or a related field may be substituted for one year of the required general experience.) Must possess a valid and current POST supervisory certificate. and Experience: Five years of full-time paid peace officer experience with progressively increased responsibilities in the field of Criminal Justice Administration or Law Enforcement, which must have included at least two years of experience at mid-management level supervising various functions, including investigations; and must be at a level comparable to the rank of Lieutenant having directly supervised at least two direct line supervisors.

 

Additional Requirements: All candidates with a Fire Science-only background must successfully complete a POST training program, either Specialized Investigator's Basic Course or Regular Basic Course within one year of appointment; and must successfully complete PC832 training prior to appointment.

Knowledge and Abilities

Knowledge of: Federal, State, and local laws and regulations affecting law enforcement agencies and fire department activities; interpreting and applying to specific cases the provisions of the laws, rules, and regulations enforced or administered; principles and practices of personnel management and supervision; departmental rules and regulations as applied to the welfare, safety, and protection of clients; developmental center rules and regulations regarding conduct and control of employees and visitors; procedures and techniques in handling client-related incidents; interviewing and investigative techniques; modern fire prevention and fire suppression principles and techniques; the Department's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Plan, organize, and direct the work of developmental center staff; supervise and train staff; establish organizational goals and objectives; communicate effectively; prepare clear, concise, and comprehensive reports; establish and maintain cooperative relations with Federal, State, and local law enforcement agencies; enforce developmental center rules and regulations with firmness, tact, and impartiality; promote socially acceptable attitudes and behavior among clients; think and act quickly in emergencies; analyze situations accurately and adopt an effective course of action; effectively contribute to the Department's affirmative action objectives.

Special Personal Characteristics

Emotional maturity and stability; sympathetic and objective understanding of persons with developmental disabilities; a satisfactory record as a law-abiding citizen; leadership ability; tact; good personal and social adjustment for public safety work; neat personal appearance; courage; alertness; willingness to work at night and to report for duty at any time emergencies arise; hearing sufficient to perform the essential functions of the job; sound physical condition; strength; endurance; and agility.

Special Physical Characteristics

Must pass a medical examination; good physical health; sound mental and emotional condition; freedom from any physical or mental condition that would interfere with the full performance of the duties of a Peace Officer; strength, endurance, and agility; hearing and eye sight sufficient to perform the essential functions of the job; and must have normal eye sight and hearing with or without correction.

Background Investigation

All candidates will be required to successfully pass a background investigation as required and defined in Government Code Section 1031 et al., including a medical and psychological exam. Anyone appointed to this position will be required to have a current background investigation for this specific position.

Firearm Conviction

Anyone who is restricted for employment-related purposes from accessing, possessing, carrying, receiving, or having under his/her control a firearm or ammunition under all applicable State or Federal laws is ineligible for appointment to any position in this classification.

Felony Disqualification

Existing law provides that persons convicted of a felony are disqualified from employment as peace officers. Such persons are not eligible to compete for, or be appointed to, positions in this class.

Drug Testing Requirement

Applicants for positions in this class are required to pass a drug- screening test. (The drug-screening test will be waived for employees who are currently in a designated "sensitive" class for which drug testing is required under State Personnel Board Rule 213.)
