Racing License Technician Series

California State Personnel Board Specification

Series established January 31, 1989

Scope

This series specification describes three levels of classes that learn and/or perform work involving review of technical documents and the giving of technical information regarding horse racing licensing. Employees in this series are regularly required to interpret and apply specific laws, rules, regulations and policies relating to horse racing licensing. Positions allocated to the Racing License Technician Series are located in the headquarters and field offices of the Field Operations Section of the California Horse Racing Board.

Factors Affecting Position Allocation

Scope of duties and responsibilities; variety, complexity and difficulty of work; degree of independence and judgment required, and consequences of erroneous determinations; experience and knowledge necessary to perform the work; supervision received; and supervision exercised.

Definition of Levels

Racing License Technician I

This is the entry, training, and first working level. Under close supervision, incumbents learn and perform duties related to issuing horse racing occupational licenses, which include reviewing and/or processing license applications, worker's compensation sureties, financial statements, criminal offender information, horse registration documents, partnership or corporate records, race horse leases, trust agreements, horse registration documents, stable lists, and other records relating to the licensing function, and other information or documents to initiate, verify, refuse, or issue occupational licenses to the diverse classes of horse racing participants; fingerprinting applicants; explaining, interpreting, and applying provisions of horse racing laws, rules, regulations, and policies in person, by telephone or letter, for the general public, law enforcement, and other governmental agencies, for information regarding license requirements; checking racing program daily and verifying that owners, trainers, and jockeys are properly licensed and that owners carry worker's compensation insurance; using a computer terminal, microfiche viewer, office equipment or other devices to review, and update a wide variety of records and documents in order to issue or verify license information; collecting, accounting for, and depositing State revenues derived from horse racing meetings and occupational licensing fees; gathering and completing daily reports of parimutuel wagers, license fees, fines and other fees; and to do other related work.

Racing License Technician II

This is the full journey level. Under general supervision, incumbents perform the full range of licensing duties, as described for the Racing License Technician I, including the more complex work, such as handling the more sensitive cases where guidelines are not clear; assisting investigators; completing the monthly reports; acting as lead over, and assisting with the training of, the Racing License Technicians I and seasonal clerical staff; assisting the supervisor with the more complex work; and to do other related work.

Supervising Racing License Technician

This is the working supervisory level. Under general direction, incumbents perform such duties as training new employees; planning, organizing, and directing the work of a small regional licensing unit comprised of Racing License Technicians I and seasonal clerical staff; acting as the expert staff resource responsible for consultation in the most complex and sensitive cases, such as licensing of racing associations, contractors, concessionaires, multiple ownerships and syndications; establishing or revising procedures and methods to meet changing program needs; assisting with the development or revision of the computerized licensing program and procedures; may personally perform the most complex work; and to do other related work.

Minimum Qualifications

Racing License Technician I

Either I

 

In the California state service, six months of experience at a level of responsibility not less than that of an Office Assistant II, performing duties which provide familiarity with the laws, rules, regulations and policies governing the California Horse Racing Board.

Or II

 

Experience: One year of clerical experience performing duties which provide familiarity with the licensing process, and the laws, rules, regulations, and policies governing the California Horse Racing Board. (Experience in the California state service applied toward this requirement must include at least six months in a class with a level of responsibility not less than that of an Office Assistant II.) and

 

Education: Either equivalent to completion of the twelfth grade; or completion of a business school curriculum; or completion of a clerical work experience training program such as those offered through the Manpower Development and Training Act. (One year of clerical work experience may be substituted for the required education.)

Racing License Technician II

Either I

 

In the California state service, either (a) six months of experience performing the duties of a Racing License Technician I; or (b) one year of experience at a level of responsibility not less than Office Assistant II performing duties which provide familiarity with the laws, rules, regulations and policies governing the California Horse Racing Board.

Or II

 

Experience: Two years of clerical experience performing duties which provide familiarity with the licensing process, and the laws, rules, regulations, and policies governing the California Horse Racing Board. (Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility not less than that of an Office Assistant II.) and

 

Education: Either equivalent to completion of the twelfth grade; or completion of a business school curriculum; or completion of a clerical work experience training program such as those offered through the Manpower Development and Training Act. (One year of clerical work experience may be substituted for the required education.)

Supervising Racing License Technician

Either I

 

In the California state service, either (a) one year of experience performing the duties of a Racing License Technician II; or (b) eighteen months of experience performing the duties of a Racing License Technician I.

Or II

 

Experience: Three years of responsible clerical experience performing duties which provide familiarity with the licensing process, and the laws, rules, regulations, and policies governing the California Horse Racing Board. (Experience in the California state service applied toward this requirement must include at least one year in a class with a level of responsibility not less than that of an Racing License Technician II.) and

 

Education: Either equivalent to completion of the twelfth grade; or completion of a business school curriculum; or completion of a clerical work experience training program such as those offered through the Manpower Development and Training Act. (One year of clerical work experience may be substituted for the required education.)

Knowledge and Abilities

Racing License Technician I

Knowledge of: Laws, rules, regulations and policies governing horse racing licensing; policies and procedures pertaining to the review and processing of applications for horse racing licenses; receiving, receipting, and depositing money; purposes, organization and activities of the California Horse Racing Board; and modern office procedures.

 

Ability to: Read and write English at a level required for successful job performance; follow directions; learn to interpret, apply, and explain provisions of the Horse Racing Law in processing applications for licenses; operate modern office equipment and apply office methods and procedures; complete forms and documents, and make arithmetic calculations with speed and accuracy; use tact and good judgment in dealing with the public.

Racing License Technician II

Knowledge of: All of the above.

 

Ability to: All of the above.

Supervising Racing License Technician

Knowledge of: All of the above, and principles of supervision and training; the Board's Affirmative Action Program objectives; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: All of the above, and supervise a small technical staff; and effectively contribute to the Board's affirmative action objectives.

Special Personal Characteristics

All Levels:

Willingness to work irregular hours, and to travel on a regular basis to various locations throughout the State for extended periods of time.
