Scope

This series specification describes the four professional Electronic Data Processing Acquisition classes used in the Department of General Services' Electronic Data Processing Acquisition Management and Planning Unit. Entry is typically from lower level specialized electronic data processing classes such as Data Processing Manager, Data Processing Analyst, and Programmer Analyst.

Definition of Series

The Electronic Data Processing Acquisition series describes work involving analysis, management, and servicewide control of the State's acquisition of electronic data processing equipment, systems, services, and supplies, either through lease or purchase. Employees in the Electronic Data Processing Acquisition Management and Planning Unit are responsible for preparing and negotiating contracts to assist State agencies in acquiring, maintaining, and optimally utilizing electronic data processing equipment and determining which equipment, systems, or groups of systems can most economically and efficiently meet agency requirements.

Factors Affecting Position Allocation

The scope of responsibility assigned; the complexity of work; the independence and consequence of action; the level and scope of responsibility for program and policy development and implementation; the impact of decisions on statewide programs; the extent of involvement in the legislative and budgetary process; and the degree of supervisory responsibility.

Typical Tasks

Work assignments include: developing statewide policies and standards affecting acquisition of electronic data processing equipment required by State agencies; independently negotiating purchase or lease contracts for complex acquisitions determined to be needed as a result of an approved feasibility study report and lease versus purchase analyses; acting as a servicewide consultant in the preparation of feasibility study reports and lease versus purchase analyses; preparing Invitations For Bid and Requests For Proposals which provide the basis for subsequent acquisition contracts; determining whether contract change proposals submitted by competing vendors should be made; analyzing vendors' bids for proposals for compliance with specifications, contractual provisions, and other requirements. Determining the lowest responsible bidder meeting specifications or which bidder has submitted the most responsive proposal; overseeing performance testing at the vendors'

 

facilities; conferring with vendors' technical electronic data processing experts, marketing representatives and attorneys for the purpose of accommodating vendors' marketing terms if possible; working with top management of agencies to develop standards on coordinated State usage of computers or standards under which acquisition may be delegated to the agency; advising State agencies on the relative merit and availability of electronic data processing equipment and service; proposing legislation that changes purchasing or contract law; and testifying before legislative groups on the merits of proposed legislation.

Definition of Levels

Staff Electronic Data Processing Acquisition Specialist

This is the journey level of the series. Under general supervision, incumbents act as project leaders of groups composed of high level agency personnel and vendor marketing representatives for the purpose of acquiring electronic data processing hardware, software, and services through contracts resulting from competitive bids or proposals; incumbents independently negotiate purchase or lease contracts for electronic data processing hardware, software, or services.

Senior Electronic Data Processing Acquisition Specialist (Technical)

This is the high level technical specialist and leadperson level. Under general direction, incumbents typically negotiate the most difficult acquisitions with top management of various State agencies and coordinate and act as leadperson on the largest projects which involve a team effort.

Senior Electronic Data Processing Acquisition Specialist (Supervisory)

Under general direction, the incumbents act as a supervisor in the assignment of technical projects, review of proposed technical specifications, conferring on technical aspects of the procurement process including contracts, negotiations, and performance evaluations; and may personally perform the most difficult and sensitive work.

Manager, Electronic Data Processing Acquisition

This is the administration level. The incumbent is responsible for planning, organizing, and directing the Electronic Data Processing Acquisition Management and Planning Unit. The incumbent formulates statewide policy on electronic data processing acquisition and assumes responsibility for effective client relations with statewide users of electronic data processing equipment.

Minimum Qualifications

Staff Electronic Data Processing Acquisition Specialist

Either I

 

One year of experience in the California state service performing the duties of an Associate Data Processing Analyst (Supervisor) or Associate Data Processing Analyst (Specialist) where the assigned duties have specifically included responsibilities such as lease/purchase analyses for acquisitions of electronic data processing hardware or software, preparing electronic data processing information systems plans for a major user of electronic data processing equipment, preparing Invitation For Bids or negotiating and preparing contracts for major acquisitions of electronic data processing hardware, software or services.

 

(Applicants who have completed six months of service performing the duties as specified above will be admitted to the examination, but they must satisfactorily complete one year of this experience before they can be eligible for appointment.)

Or II

 

Experience: Four years of progressively responsible experience in electronic data processing systems, design, programming, or management, at least one year of which shall have included responsibility on a project basis such as for lease/purchase analyses for major acquisitions of electronic data processing hardware or software, preparing electronic data processing information system plans for a major user of electronic data processing equipment, preparing Invitation For Bids or negotiating and preparing contracts for major acquisitions of electronic data processing hardware, software, or services. [Experience in the California state service applied toward these requirements must include at least one year at a level or responsibility equivalent to Associate Data Processing Analyst (Specialist) or Associate Data Processing Analyst (Supervisor).] and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Senior Electronic Data Processing Acquisition Specialist (Technical)

Senior Electronic Data Processing Acquisition Specialist (Supervisory)

Either I

 

One year of experience in the California state service performing the duties of a Staff Electronic Data Processing Acquisition Specialist.

Or II

 

Experience: Five years of progressively responsible experience in electronic data processing systems study, design, programming, or management, at least one year of which shall have included responsibility on a project basis such as for lease/purchase analyses for major acquisitions of electronic data processing hardware or software, preparing electronic data processing information systems plans for a major user of electronic data processing equipment, preparing Invitations For Bids, or negotiating and preparing contracts for major acquisitions of electronic data processing hardware, software, or services. [Experience in the California state service applied toward this requirement must include at least one year at a level of responsibility equivalent to Staff Data Processing Analyst (Specialist) or Staff Data Processing Analyst (Supervisor).] and

Manager, Electronic Data Processing Acquisition

One year of experience in the California state service performing the duties of a Senior Electronic Data Processing Acquisition Specialist (Technical) or Senior Electronic Data Processing Acquisition Specialist (Supervisory).

Or II

 

Experience: Five years of experience in electronic data processing systems study, design, programming, or management at least one year of which shall have included responsibility for supervising staff engaged in such assignments as developing major feasibility study reports, performing lease versus purchase analyses for major acquisitions of electronic data processing hardware or software, preparing electronic data processing information systems plans for a major user of electronic data processing equipment, preparing Invitations For Bids, or negotiating and preparing contracts for major acquisitions of electronic data processing hardware, software, or services.

 

[Experience in the California state service applied toward this requirement must include at least one year at a level of responsibility equivalent to Senior Data Processing Analyst (Specialist) or Staff Data Processing Analyst (Supervisor).] and Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge of: Trends and capabilities of management and control processes associated with electronic data processing; programs, organization, and management of major electronic data processing using agencies; types and capabilities of electronic data processing equipment and software; vendors, marketing conditions, terms, practices, and prices relating to electronic data processing equipment, supplies and systems; management information systems development; feasibility study reports for electronic data processing systems; lease versus purchase analysis; preparation of Invitation For Bidders and electronic data processing contracts; procurement specification development; data processing concepts; computer operations; support processes; programming languages; system software; systems analyses; file organization and access methods; data base fundamentals; data communications; data processing equipment; group dynamics and leadership; State laws relating to procurement and contracts; Federal laws governing electronic data processing vendors; benchmarking procedures; personnel training; equipment acquisitions and contracts.

 

Ability to: Review feasibility reports and leave versus purchase analyses and make suggestions to ensure development of specifications for lease or purchase contracts designed to attract the broadest possible participation from competitive information processing vendors or consultants; provide evaluative information on types and capabilities of electronic data processing equipment, consultants, or software used in State agencies; lead and preside over conferences of State managers and vendors in developing lease or purchase specifications for information processing systems; negotiation contract specifications changes with vendors; recommend changes in purchase or contract laws, rules, policies, and practices to increase competition from the information processing industry; analyze bids and proposals and award contracts to the lowest responsible bidder or the vendor submitting the most responsive proposal in a fair and impartial manner; gain cooperation and acceptance as an expert in electronic data processing-user agencies, State Office of Information Technology officials and marketing representatives; maintain effective client relations; communicate effectively; make oral presentations; prepare clear and concise reports; analyze situations accurately and take effective action.

Senior Electronic Data Processing Acquisition Specialist (Supervisory)

Knowledge of: All of the above, and the Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program; and the processes available to meet affirmative action objectives.

Manager, Electronic Data Processing Acquisition
