Commission Members

The Governor appoints members to seven seats: small business, non-profit public interest organization, general population, labor (two seats), compensation expert, and major corporation executive. Members serve six-year terms.

Thomas Dalzell, Chair

  • Seat: Labor (one of two)
  • Appointed by: Governor Brown
  • Term expires: December 31, 2016
Thomas has served as the business manager for IBEW Local 1245 since 2006, after serving as a staff attorney from 1981 to 2006. He worked in the labor division for the United Farm Workers from 1972 to 1980. He is also a member of the California State Bar, the Dictionary Society of North America, and the American Dialect Society.

Charles Murray

Charles has served as president of CMI Insurance Services since 1980.

John Ronald Stites, II

  • Seat: Labor (one of two)
  • Appointed by: Governor Schwarzenegger
  • Term expires: December 31, 2014
John has been a Los Angeles County Sherriff Department Sergeant since 1989 and previously served as a deputy Sherriff from 1980 to 1989. John serves as a delegate for the Los Angeles County Professional Peace Officers Association and is member of the Southern California Alliance of Law Enforcement, California Officer Memorial Foundation and the California Coalition of Law Enforcement Agencies.

Scott David Somers

Scott has served as the managing partner for Windale Group since 2002 and previously held the same position for Ray and Berndtson from 1990-2001. Prior to that, Scott was a vice president and partner for Korn Ferry International from 1986 to 1990 and a consultant for McKinsey and Company from 1981 to 1986. From 1975 to 1981, he worked as the director of international marketing for Wickes Corporation.

Wilma Wallace

Wilma currently serves as vice president and deputy general counsel of Gap Inc., where she has worked since 1994. She was previously an attorney with the law firms of Folger Levin and Orrick, Herrington and Sutcliffe. Wilma serves on the board of the Center for Justice and Accountability and the advisory board of the Professional Business Women of California. She is a member of the Charles Houston Bar Association and the Black Women Lawyers Association of Northern California.

Nancy Miller

  • Term expires: December 31, 2018
Nancy Wilson holds the "non-profit" seat. She is president and shareholder of Miller & Owen since 1992, where she was principal and shareholder from 1983 to 1991, and a partner from 1979 to 1982. Ms. Miller is chairperson of the Judicial Selection Committee, Eastern District, where she has served since 1992 and was a member of the Civil Advisory Committee to the Sacramento County Presiding Judge from 2009 to 2012. She has been a member of the Sacramento County Bar Association since 1979. Ms. Miller earned a Juris Doctorate degree from the University of California, Hastings College of the Law.

Anthony Barkett

Anthony Barkett holds the "general population" seat. Mr. Barkett is the Chief Executive Officer of Trinity Solar and a managing member of Oliveto LLC. He has been a developer, owner and manager of a variety of commercial properties throughout the Central Valley since 2002. He was a partner at Emerald Properties from 1988 to 2005 and an attorney in private practice from 1992 to 2002. He earned a Juris Doctorate degree from the University of the Pacific, McGeorge School of Law.
