An Overview of the State Civil Service Selection Process

Overview

This one-day course introduces the methods and techniques utilized to develop a valid and legally defensible examination administration plan. Emphasis is placed on the legal and professional issues surrounding examination planning and administration, and recruitment consideration. Also discussed are the strengths and weaknesses of different exam formats, including written tests, structured interviews, work samples, and training and experience evaluations, as well as how those formats are administered. The class also touches on State Personnel Board (SPB) Compliance Review processes and procedures for exams.

Objective

Participants will gain a foundation in the principles and techniques used to develop and administer effective examinations. Upon successful completion of this class, participants will be able to:

  • Define the legal foundations of examination planning
  • Identify selection instruments best measure the most critical knowledge, skills, abilities, and personal characteristics (KSAPCs)
  • Describe the process for administering exams based on department needs, the exam type, and recruitment options
  • Review SPB Compliance standards
