Benefits Administration Manual

The class uses an online version of the Benefits Administration Manual (BAM). The BAM covers all employee benefit programs, including forms. It's an invaluable resource for staff responsible for administering benefits. CalHR does not publish hard-copy version of the BAM.

Training Objectives

  • Review the employee benefit package, including health, dental, vision, CoBen, FlexElect reimbursement accounts, health and dental cash options, Savings Plus 401(k) and 457 plans, worker's compensation, EAP, Group Legal, Pre-Tax Parking, Merit Awards, and COBRA.

  • Equip you to explain these benefit programs to your departmental employees and respond to their questions. You'll receive up-to-date information on employee eligibility, costs, benefit choices, enrollment, and the appeals process so you can provide this information to employees.

  • Share CalHR contact information to help you resolve benefit-related problems.

  • Instruct you on how to process benefit changes due to changes in appointment status and family situations.

  • Help you identify potential problem areas in benefits administration.

  • Introduce new technology to simplify benefits administrative processes.


  • Personnel transactions staff

  • Attendance clerks

  • Benefits coordinators

  • All other staff working in personnel offices who provide benefit information to State employees


No cost. However, you must go through your department's training request process to obtain the necessary approvals to attend class on State time.

Please notify the Benefits Administration Training Coordinator at least two weeks before the training if you're unable to attend the class you registered for or if you have need of a special accommodation request.
