04-05-2013: Investment Consultants for Savings Plus – RFP Release

CalHR released a Request for Proposal (RFP 700-12-03) seeking bids for investment consulting services for Savings Plus, the State of California’s $9 billion defined contribution plan.

ABOUT THIS RFP

Separate investment consultant contracts will be awarded for these service categories:
 
  • Plan Design and Provider Search Services - maximum annual contract amount of $250,000
  • Investment Monitoring Services - maximum annual contract amount of $150,000
  • General Consulting Services Provided on an As Needed Basis - Execution of an Agreement for this service category does not guarantee the Contractor will receive any minimum amount of work or payment under the Agreement
     
 
CalHR will select the investment consultants through a competitive process. Potential firms must satisfy the organizational and licensing, experience, and business requirements.
 
CalHR intends that the successful firms will enter into individual Agreements for a five-year period beginning January 1, 2014. CalHR intends to enter into an Agreement with a different firm for Plan Design and Provider Search Services and for Investment Monitoring Services (i.e., individual Agreements with two different consulting firms).
 
CalHR may enter into an Agreement with more than one firm for General Consulting Services Provided on an As Needed Basis.
  
The deadline to respond to this RFP is May 7, 2013 at 4:00 p.m. (PT).

04-05-2013: California Department of Human Resources (CalHR) Proposes Regulations on Industrial Disability Leave (IDL)

CalHR's Workers' Compensation Program has proposed action on the regulations described in the following documents.  This rulemaking action clarifies and makes specific the appropriate method for tracking and paying IDL to eligible state employees.  The Office of Administrative Law entered the proposal in the California Regulatory Notice Register as of April 5, 2013 - Register 2013, No. 14-Z. 
 
 

Public Hearing and Written Comment Period  

CalHR will hold a public hearing from 10:00 am to 12:00 noon on Monday, June 3, 2013 in the first floor auditorium of the State of California Resources Building, 1416 9th Street, Sacramento, California, 95814.
 
At this hearing any person may present statements or arguments orally or in writing relevant to the proposed action described in the Informative Digest.  CalHR requests but does not require that persons who make oral comments at the hearing also submit a written copy of their testimony.  Any interested person, or his or her authorized representative, may submit written comments relevant to this proposed action to the contact person below.  CalHr will only consider written comments received by 5:00 pm June 3, 2013.
