​11-19-14: CalHR Announces Intent to Award Investment Management Services Contracts

On November 19, 2014, the Department of Human Resources announced its intent to award contracts for investment management services.  The contract period shall be February 1, 2015 through January 31, 2020. 

The Department of Human Resources intends to award these contracts to the following organizations for the passively managed investment strategy therein indicated:

​Investment Manager for Investment Strategy S&P 500 Index, S&P 400 Index, and Barclays U.S. Aggregate Index:

​09-25-2014: Employee Assistance Program

CalHR has released a Request for Proposal (RFP 500-14-01) seeking bids for the Employee Assistance Program (EAP). 

CalHR will select the EAP vendor through a competitive process. Potential bidders must satisfy organizational and strategy-specific minimum qualifications and licensing, experience and business requirements.

CalHR intends that the successful bidder will enter into an Agreement for a five-year period beginning July 1, 2015. We plan to release this RFP on or after September 25, 2014.

​About This RFP

The key objective of this RFP is to seek proposals from qualified EAP Bidders who can:

  • Provide high quality EAP coverage and duplicate the required benefits structure and service capabilities being delivered under the contract
  • Deliver a provider network that can appropriately serve the geographic locations of state employees and their dependents nationwide.

CalHR will select the investment managers through a competitive process. Potential firms must satisfy organizational and strategy-specific minimum qualifications and licensing, experience and business requirements.  CalHR intends that the successful firm(s) will enter into an Agreement(s) for a five-year period beginning February 1, 2015. We plan to release this RFP on or after August  1, 2014.

Separate investment management contracts will be awarded to provide one or more of five (5) passively managed funds benchmarked to the:

  • S&P 500 Index
  • S&P 400 Index
  • Russell 2000 Index
  • MSCI ACWI ex-US or ACWI ex-US IMI

The State is bidding this contract to select the best vendor to administer both the FlexElect and Third Party Pre-Tax Parking Reimbursement Account Programs.
