​06-15-2016: U.S. Core Plus Fixed Income (Actively Managed) Investments for Savings Plus – Upcoming RFP

​CalHR released a Request for Proposal (RFP 700-16-03) seeking bids for the U.S. Core Plus Fixed Income (actively managed) investment category. The investment awarded through this RFP process will be used to replace the current core plus bond investment manager for Savings Plus, the State of California's $11.1 billion defined contribution plan.  The incumbent manager is eligible to bid.

ABOUT THIS RFP

CalHR will consider institutionally managed investment vehicles including separately managed accounts, commingled trust funds, low cost retail mutual funds, and institutional mutual funds that can operate in a daily-valued recordkeeping environment.

The Savings Plus investment portfolio is constructed through the use of twenty seven (27) separate accounts, four (4) commingled trust funds, and three (3) mutual funds.

CalHR intends that the successful firm will enter into Agreement with CalHR for a five-year period beginning December 1, 2016, with the option to extend the Agreement for up to two additional one-year periods.

The deadline for response to this RFP is July 26, 2016 at 3:00 p.m. (PT).

​06-09-2016: FDIC AND/OR NCUA INSURED DEPOSIT SAVINGS ACCOUNT PRODUCTS for Savings Plus – RFP Release

CalHR released a Request for Proposal (RFP  700-16-02) seeking bids for Savings Plus's Short Term Investment Fund-Cash (STIF-Cash) investment option.  Savings Plus is the State of California's $11 Billion defined contribution plan.  The service providers awarded a contract through this RFP process will replace the current 3 FDIC business partners should they be different than the incumbents.

ABOUT THIS RFP

CalHR will consider FDIC or NCUA insured deposit savings account products that can provide daily liquidity and operate in a daily valuation recordkeeping environment.

CalHR's investment portfolio is constructed through the use of twenty four (24) separate accounts, four (4) commingled trust funds, three (3) mutual funds, and three (3) depository accounts.

CalHR intends that the successful firms will enter into individual Agreements with CalHR for a five-year period beginning January 1, 2017, with the option to extend the Agreement for up to two additional one-year periods. 

The deadline for response to this RFP is July 26, 2016 at 3:00 p.m. (PT).

05-06-2016: Office of Administrative Law (OAL) Approves Amendment to Excluded Employee Leave Buy-Back Program

This regulatory action amended Title 2, Section 599.744 of the California Code of Regulations (CCR) to increase the amount of unused leave credits a non-managerial employee designated supervisory, confidential, or excluded; or a non-elected, exempt employee of the executive branch may annually elect to buy back from 40 hours to 80 hours.

04-26-2016: California Department of Human Resources (CalHR) to Host Public Hearing on Proposed Regulation of Employment Form Disclosures on Tuesday, May 17, 2016. 

Pursuant to the requirements of Government Code section 11346.8(c), and section 44 of Title 1 of the California Code of Regulations, the California Department of Human Resources (the Department) is providing notice of a public hearing regarding proposed regulation section 599.829.1 of Title 2 of the California Code of Regulations. This hearing is being held at the request of the California Association of Psychiatric Technicians. 

​Public Hearing

The public hearing will be held on Tuesday, May 17, 2016 in the CalHR Training room at 1810 16th Street, Sacramento, California 95811-7258. The public hearing will begin at 11:00 a.m. and will continue until all non-duplicative testimony has been heard. At the hearing, any person may present statements or arguments orally or in writing relevant to the proposed regulation. The Department requests, but does not require that persons who make oral comments at the hearing also submit a written copy of their testimony at the hearing.  

All written comments and testimony received at the hearing, which pertain to the proposed regulation will be reviewed and responded to by the Department's staff as part of the compilation of the rulemaking file.

​03-04-2016: California Department of Human Resources (CalHR) Proposes Regulations on Employment Form Disclosures

 

CalHR has proposed action on the regulations described in the following documents. This rulemaking action clarifies and makes specific the requirement that applicants for state civil service must disclose prior agreements not to seek or accept a position with the state or with a particular state agency. The Office of Administrative Law entered the proposal in the California Notice Register as of March 4, 2016.

​Public Hearing & Written Comment Period

Any interested person, or his or her authorized representative, may submit written comments relevant to this proposed action to the contact person provided. CalHR will only consider written comments received by 5:00 pm on April 18, 2016.

CalHR has not scheduled a public hearing on this proposed action. However, CalHR will hold a hearing if it receives a written request for a public hearing from any interested person, or his or her authorized representative, no later than 15 days before the close of the written comment period.
