Class Description

Learn about the Statewide Leadership Model and how our new leadership philosophy and values will influence the 80-Hour Supervisory Training curriculum and development of an integrated leadership training program. Our panel will discuss GovOp’s partnership with Google, concept model, structure and timeline for implementing the Statewide Leadership Model designed to embed a leadership culture that better prepares our leaders to manage a dynamic and multi-generational workforce.

Kathleen Webb

Kathleen Webb is currently the Assistant Secretary for Innovation and Accountability for the Government Operations Agency.  Ms. Webb’s public service experience includes Chief Risk and Compliance Officer for CalPERS from 2012 to 2014, Director of Policy and Risk Management for Correctional Health Care Services from 2010 to 2012, Deputy Director at the Department of General Services from 2008 to 2009 and Director for the Governor’s Office of the Insurance Advisor from 2006 to 2008.  Ms. Webb earned her Bachelor of Arts degree in Political Science and Women’s Studies from UC Berkeley and a Charter Property & Casualty Underwriter (CPCU) professional designation.

guy burghgraef 

Guy Burghgraef is the Statewide Training Coordinator for CalHR. Mr. Burghgraef is leading the collaborative effort to re-establish the State Training Center to provide learning and development opportunities for state employees.  Prior to coming to CalHR, Mr. Burghgraef was the Training Officer at the Department of Rehabilitation for 4 years. He has worked in different human resources and administrative programs over his 13 year state career.

Sharon Louie

Sharon Louie joined the California Public Employees’ Retirement System (CalPERS) as the Assistant Division Chief over Talent Management within the Human Resources (HR) Division in January 2014.  Ms. Louie and her staff oversee Leadership Development including Executive Succession Planning, CalPERS Board Education Program, Leadership Group Mentoring, as well as HR Strategy and Engagement, Workforce Strategic Planning, Wellness and Employee Recognition.  Prior to joining HR, she served 13 years with CalPERS in various parts of the organization including Information Technology, Project Management, Strategic Planning, and Health Benefits.

Bailey O'Donnell

Bailey O’Donnell  joined Google in 2007 and is now a global program manager working to open source Google’s people practices. She supports the People Analytics mission to ensure all people decisions are driven by data. As an analyst and project manager, she oversaw company-wide employee surveys, created models for understanding and improving organizational health, increased Googlers’ financial savings by launching nudge-style experiments, and contributed to a multi-year effort to uncover the secrets of effective manager behaviors. Bailey recently managed a suite of programs to shed light on cognitive biases and the effects they have on employees’ workplace experiences and designed interventions to ensure decisions at Google are made deliberately and mindfully. She’s worked in Google’s offices in Mountain View, Buenos Aires, London, New York, and Washington, D.C.
