Class Description

This workshop will acquaint participants with the Ralph C. Dills Act. Topics will include the rights provided to employees and employee organizations under the Act as well as discretion preserved for department supervisors and managers and basic responsibilities departments must meet pursuant to the Act.

Shawn Ramirez

Shawn Ramirez, Labor Relations Officer, California Department of Human Resources. Ms. Ramirez has been in the field of Labor Relations for almost ten years. She has worked for the Department of Developmental Services and Franchise Tax Board as management representatives on a variety of bargaining unit teams along with providing contract administration.  Labor Relation rounds out Shawn’s career of more than sixteen years in Human Resources. Ms. Ramirez worked for the Department of Fish and Wildlife performing Classification and Policy, the Department of State Hospitals performing personnel transactions, and the California Public Employees Retirement System conducting retirement calculations. Additionally, she holds a Master’s Degree in Public Administration with a Government Operations focus and a Bachelor’s degree in Technical Management with a concentration in Human Resources. 

Candace Hyatt

Candace Hyatt, Labor Relations Officer, California Department of Human Resources,  Ms. Hyatt has been  a labor relations specialist since 2014 and was a personnel management consultant from 2013 to 2014. She was a labor relations officer at the California Department of Transportation from 2009 to 2013, a personnel management analyst at the California Public Employees’ Retirement System from 2008 to 2009 and a personnel analyst at the California Department of Pesticide Regulation from 2006 to 2008. Her assignment with CalHR covers bargaining units 12 and 13.
