12-29-2016: Trustee, Custodian, and Securities Lending Services for Savings Plus – Upcoming RFP

CalHR released a Request for Proposal (RFP 700-16-04) on December 29, 2016 seeking bids for Trustee, Custodian, and Securities Lending Services for Savings Plus, the State of California's $11.6 billion defined contribution plan.

The trustee/custodian and securities lending provider awarded through this RFP process will be used to replace the current trustee/custodian and securities lending provider in the Savings Plus Program's (Savings Plus) Deferred Compensation Plan (IRC 457) and Thrift Plan (IRC 401(k)).

CalHR intends that the successful firm will enter into Agreement with CalHR for a five-year period beginning January 1, 2018 with the option to extend the Agreement for up to two additional one-year periods.

​​08-01-16: OAL Approves Pay Parity Hearings

On August 1, 2016 CalHR adopted section 599.860 to establish Pay Parity Hearing procedures to address excluded employee or employee representatives' requests for salary range adjustments under Government Code section 19826. The action was submitted to the Office of Administrative Law (OAL) for filing with the Secretary of State and printing in the California Code of Regulations. This action is exempt from OAL review and approval, and is effective upon filing with the Secretary of State pursuant to Government Code section 3539.5.

​​06-30-2016: California Department of Human Resources (CalHR) Provides Notice of Enactment of Merit Services System (MSS) Regulations.

​CalHR has promulgated the regulations below. These sections clarify and make specific the regulation of county government merit system operations for employees who are assigned to certain programs that are supported in part by federal funds, such as Cal-Works, Temporary Aid to Needy Families, Child Support Services, and Medi-Cal. These regulations became effective upon filing with the Secretary of State on June 23, 2016.

​06-30-2016: California Department of Human Resources (CalHR) Provides Notice of Decision Not to Proceed with Merit Services System (MSS) Regulations Due to Exemption from Administrative Procedures Act.

Pursuant to Government Code Section 11347, CalHR hereby gives notice that it has decided not to proceed with the rulemaking action published in the California Regulatory Notice Register on 10/23/2015.  This proposed rulemaking concerned county merit system regulations. The rulemaking did not proceed under the APA but instead as an exempt action under Government Code Section 19811.
