The California Department of Human Resources is looking for a progressive individual who wishes to be part of various projects which will impact Human Resources Offices in the State of California.


CalHR represents all matters concerning California State personnel employer-employee relations and is responsible for all issues related to collective bargaining, including salaries and benefits, job classifications, examination, recruitment, and training. The CalHR also provides information technology support, under contract, to the State Personnel Board.
The Department of Human Resources (CalHR) offers convenient transportation options, including light rail, pre-tax parking, on-site ATM, a local farmer’s market and a variety of nearby restaurants.  This position is excluded from collective bargaining and receives enhanced benefits.


As a member of the Information Technology Division (IT), the incumbent will perform a variety of analytical activities in support of information technology systems and act as the project lead on information technology systems studies required to support various projects. Develops requirements to create new extranet sites and management information systems to facilitate the exchange of information between CalHR and State departments. Researches current processes, logic and output of existing databases; redesigns businesses processes, defines requirements of new systems and creates new systems and dismantles outdated ones.  Leads meetings and information-gathering sessions with subject-matter experts to document and define problems with existing IT systems and to determine desired business requirements of any new automated tools, databases, IT systems, or data management solutions.  Conducts analysis for business solutions to include program changes for current and future software. Assesses and discusses the need for process improvement and program enhancement with management, as organization needs change. Creates and maintains IT project plans.
Works directly with managers, program staff, technical staff and end users to provide problem resolution and make recommendations regarding technologies and system enhancements. Work collaboratively with Program staff and IT staff implement technical solutions, including creation of new intranet and extranet sites, IT systems, automated tools, business processes, data management systems, and data management systems. Develop detailed program specifications and documentation; analyze information and situations, and prepare effective technical reports.


Highly self-motivated with excellent planning, organization, analytical, interpersonal, attendance, oral and written skills.  General understanding of the State system and experience in performing analytical activities in support of information technology systems.
